No, that one was a Superman Elseworld, Superman: The Dark Side, this is from Batman: I, Joker. Both were published 1998 though, so maybe bondage gear was a thing that year. But DC generally likes to publish its share of bondage images, fortunately. I remember Flash in chains and collar fondly, also Nightwing.
